The new RICS HomeBuyer Service launched on 1 July 2009, providing a report with clear layout and design, and colour coded condition ratings to help buyers and their advisers interpret the conditions of elements of the property being surveyed. The new RICS HomeBuyer Report 2009 section provides an overview of the new service and report format and guidance on how the report should be completed.
A brand new hot topics section has been launched with three articles. 'An energised future' summarises progress with the implementation of energy performance legislation and its potential impact in the future. The other two articles provide practical advice on how to grow your business, particularly in the current economic climate.
In the new section Risk management on conservation projects, Daniel Martin explains how various risk management techniques can be adopted on conservation projects. The section provides two case studies to highlight the techniques and includes a risk checklist for conservation projects and practical information on assessing and mitigating risk.
The Fire and life safety section has been updated with guidance on the use of BS 5588 despite its withdrawal and further interpretation of its replacement BS 9999, particularly in relation to means of escape. Guidance on means of escape for disabled persons and from hospitals, institutions and places of work has also been updated.
The Boundary matters section provides further clarification on the use of expert witnesses, in particular on the contents of reports and the use of joint or single experts.
The Town planning compliance section has been comprehensively revised in light of the ongoing reform to the planning system. In particular see the information on plan-making, governmental control, environmental assessments and appeal proceedings. The progress of planning bills, consultation papers and reviews reflects the latest information. NOTE: updated material on the Planning Act 2008 and scheduled reform for the next 18 months will be available in August.
